As Founder and CEO of Arch Systems, LLC, Dr. Vini Oberai (Ehsan) is a technology entrepreneur, enterprise architect, and federal innovation leader with more than two decades of experience advancing mission-critical technology solutions. She has built Arch into an established woman-owned federal technology company delivering digital transformation, artificial intelligence, cybersecurity, cloud, data, and health IT solutions. Under her leadership, Arch has successfully completed more than 60 federal projects, supporting some of the Government’s most complex technology and modernization missions.
Dr. Oberai (Ehsan) combines deep technical expertise with business leadership and technology entrepreneurship. Beginning her career as an Enterprise Architect and Business/Systems Consultant, she has remained closely involved in the architecture and development of emerging technology solutions throughout Arch’s growth. She has served as a visionary and solution architect for multiple AI-focused SBIR initiatives and innovative prototypes, helping translate advanced concepts in artificial intelligence, machine learning, automation, analytics, and digital engineering into practical solutions for federal missions. Her leadership continues to shape Arch’s strategy around scalable innovation, responsible AI, and mission-focused modernization.

Dr. Oberai (Ehsan) holds a Doctorate in Business Administration with a specialization in Technology Entrepreneurship, a Master’s degree in Computer Systems Management, a Master’s Certificate in Information Assurance, and a Bachelor’s degree in Information Technology. Her education, technical certifications, enterprise architecture background, and entrepreneurial experience provide a distinctive combination of technology depth and executive business acumen.
