Harry J Regan, CISSP, CISM, CDPSE, PSP has over 30 years’ experience in technology, security and
privacy and has participated with a dozen new technology companies. Harry’s career began with a role in Operations
Analysis and Industrial Engineering working with telecom traffic routing, chemical process control, rail operations
and analyses of oil and gas operations. That experience fostered an interest in mathematical modeling and simulation
studies and provided an opportunity to perform aircraft and missile logistic analyses, and war game simulation for
the Department of Defense. Working with several employers in this environment led Harry to an introduction to both
physical and cyber security.
Harry was employed by a variety of engineering and consulting firms fine tuning his perspectives on both the
discipline of security as well as embracing emerging technologies for mission critical applications. In the mid
1990s, Harry joined NASDAQ as Director of Information Security Technology which became the basis of his view and
model of an operations-centric approach to integrating technological, business, and human factors into security and
privacy. In early, 2000, he joined LogicTier managing physical and cyber security for both the corporation and its
customers.
Starting in 2006, Harry worked with and for a number of consulting firms expanding his experience and capabilities
in cyber- physical security. These included Verizon Consulting Services, Securicon, LLC, Torchlight, and others and
provided him with exposure to and hands-on experience with a variety of emerging technologies. These have included
Endpoint Detection and Response (EDR), Managed Detection and Response (MDR), Zero Trust architectures, Trusted
Identity solutions (OKTA, Microsoft) for both terrestrial and cloud-based implementations.
Harry received a BA in Economics from Catholic University and an MS in Information Technology and Operations
Research from American University and has been a prolific speaker of a number of security topics.
SUMMARY OF EXPERIENCE
Harry Regan is a consultant, advisor and consulting engineer in cybersecurity, physical security, and operations with over 30 years of experience. His career has demonstrated an entrepreneurial attitude coupled with a drive to maintain currency with emerging technologies and emerging threats. He has held in executive, senior technical staff, and consulting positions with assignments encompassing program management, computer and network operations, and executive-level consulting and strategic technology positioning, and advisory services.

Executive Consultant and Advisor – Mr. Regan serves as a member of the Senior Leadership team targeting three
specific responsibilities: first is to work to improve security protections for clients; second is to assist clients
to recognize and understand the evolving threat landscape of the 21st century; and third, to educate companies and
individuals to help them understand how to protect digital and physical assets through a mix of technical,
operational and human controls. In this capacity, he has conducted studies and evaluations of zero trust
technologies and trusted identity solutions for several financial services and higher education clients. The
advisory services role becomes a mix of technical consulting, management consulting spanning both individual
projects and longer term Virtual CISO activities. To perform this function, Mr. Regan calls upon his vast experience
in security, privacy, network operations, and business continuity planning.

Vice President, Security Consulting Services – Mr. Regan managed the Securicon Security Consulting Division and was
responsible for defining, directing, and guaranteeing the successful execution of consulting engagements for the
company. Mr. Regan also coordinated with the sales organization for the definition and scoping of future customer
requirements and future service offerings. Mr. Regan performed as a senior technical resource in the assessment and
compliance consulting teams when his specialized expertise is required.
Mr. Regan spearheaded the delivery of NERC CIP program and technical assessment services during the transition from
NERC CIP v3 to v5. Additionally, he led the expansion of industrial control and SCADA assessment services delivered
by the consulting team by modernizing the testing tools and techniques they employed. Lastly, Mr. Regan developed a
physical security capability within the company initially targeted at NERC CIP 006 and CIP 014 requirements, but
eventually including the ability to perform aggressive, physical penetration testing and Red Team assessments of
industrial and commercial properties.
Mr Regan managed the partnership between Securicon and Onclave Systems, a Zero Trust service provider to target
deployments of that technology in industrial environment such as with electric utilities and oil and gas companies.
A prototype system was created and demonstrated to sever key target clients.
Mr. Regan began at Securicon as Director, Commercial Security Services and grew the commercial threat and
vulnerability team substantially in 2012 and 2013. Mr. Regan expanded the service capability of the consulting team
to in RF communications, physical security services and Process Control Network (PCN) testing and assessment.

Mr. Regan was a Managing Principal in the Verizon Professional Security Services (PSS) organization within Verizon
Business (formerly NetSec and Cybertrust). Mr. Regan had profit and loss responsibility for a threat and
vulnerability consulting practice with an annual revenue exceeding $5M. Mr. Regan developed and refined several new
services for their consulting practice including a secure identity and access management (IAM) services based on
zero trust principles. Additionally, Mr. Regan was instrumental in developing and initiating the business unit’s
industrial control, SCADA, NERC/CIP and physical security practice areas. In addition, he was regularly a principal
contributor in business assurance, regulatory compliance, and business risk mitigation consulting engagements for
PSS. His focus at Verizon had primarily been in the utilities, financial services, healthcare, and higher education
market segments. He served in multiple managerial roles and as a subject matter expert (SME) on several complex IT
security projects for high-profile clients, including developing and implementing secure enterprise data centers and
network infrastructures.

Chief Executive and Principal Consultant/Engineer – Mr. Regan founded and operated SunStorm Security Group and
served as both the CEO and principal consultant/engineer for technology assessments, computer and network
operations, technology governance and information and physical security, incident response and business continuation
planning, and technical and management consulting. In this role, he performed technology assessments and other IT
security initiatives in support of several venture capital investor groups and high-profile clients including the
U.S. State Department, the Federal Bureau of Investigation (FBI), NASDAQ, and Napster, Inc. SunStorm provided
engagements in providing industrial protection systems, intellectual property protection for biotech companies and
the securing of pathogen detection systems. Additionally, Mr. Regan served as a consultant to several venture
capital groups and angel investors advising on operability and scalability of proposed technology-based business
ventures.

Vice President and Chief Technology Officer (CTO) – Mr. Regan identified and evaluated biometric products to
integrate with both stand-alone and commercial building security infrastructure and fire/safety systems — including
both office and industrial site protection. He defined corporate-wide security policies and managed its IT and
telecom infrastructure. Mr. Regan also identified, retained, and coordinated with the installation partners for the
deployment of Evive’s product offering. In addition, he filed for two patents covering the integration and
installation of biometrics in physical access implementations.
Logictier,

Director, Security – Working with the founders of the company, Mr. Regan defined, staffed, and implemented the
overarching security policy, architecture, and implementation for Logictier. He managed and participated in defining
and implementing Logictier’s TierOne service – a structured policy and process for solutions delivery – and served
as a senior member of Logictier’s Enterprise Architecture Board. Mr. Regan developed the corporate Disaster Recovery
and Business Resumption plan; and developed the third-part interconnect, incident response, and law enforcement
liaison policies and procedures for the 2002 Salt Lake Olympics. Mr. Regan managed a staff of ten security engineers
supporting Logictier’s corporate and client perimeter defense and system integrity. He established and chaired
Logictier’s Incident Response Team and performed and managed numerous security consulting engagements.
NASDAQ/National Association of Securities Dealers (NASD)

Director, Information Security Technology – Mr. Regan served as Director, Information Security Technology in the
NASD Information Security Office (NISO) of the NASD, parent company of the NASDAQ Stock Market at the time. He
served as a consultant to the development project staffs on adhering to NISO-mandated application security
standards. He was responsible for identifying and managing the integration of new technologies to be deployed as
part of the NASDAQ and NASD enterprise security architectures. Mr. Regan also served as the product manager for an
enterprise-wide proprietary Kerberos-based application security infrastructure serving NASD, NASDAQ, Nasdaq-Europe,
and the American Stock Exchange. He was a member of NASD’s Enterprise Architecture Review Board, established and
managed NISO’s Incident Response Team, and served as Duty Officer for the Y2K transition, representing NISO in NASD
and NASDAQ’s disaster recovery/business continuation planning. Additionally, Mr. Regan was a key contributor to the
Y2K Business Continuity Plan. That was the plan in place when the 9/11 attack occurred. While NASDAQ systems and
services were available for a normal trading day start, the decision was made to keep the markets closed since the
other major exchanges were inoperable.
